This doesn't work when the modem is off because you probably
have some form of flow control active. If the flow control
is hardware (RTS/CTS) then the OUTPUT will block until the
Clear To Send signal is high.
SET FLOW NONE before the OUTPUT and you shoudl be fine. Just
remember to set it back to the real flow control when you are done.
